Dangerous products are those products which are hazardous for air transport and a risk to the safety, the environment or the health. Air transport of these materials is strictly regulated.According to ICAO rules, every person or company that is operating into an airport, must adhere to a minimum of familiarization about the transport, storage and documentation associated with this kind of material.

These provisions can be found in the manuals ICAO Technical Instructions and Dangerous Goods Regulations published in Table 1.5.A.Therefore, shippers and packers, freight forwarders, operators and ground handling agents, and security screeners working in the passenger, freight, baggage or mail handling, must receive training in the field of transportation of dangerous goods by air.

Even the persons or companies who operate into an airport but don’t have a direct relations with dangerous materials must be informed about this subject. These provisions can be found in the manual Dangerous Goods Regulations published in Table 1.5.B

Personnel that must be trained 

  • Shippers and persons undertaking the responsibilities of shippers’, including operator’s staff acting as shippers, operator’s staff preparing dangerous goods as Company Materials (COMAT);
  • Packers;
  • Staff of freight forwarders involved in processing dangerous goods;
  • Staff of freight forwarders involved in processing cargo, mail ore stores other than dangerous goods;
  • Staff of freight forwarders involved in the handling storage and loading of cargo, mail or stores;
  • Operators and ground handling agent’s staff accepting dangerous goods;
  • Operators and ground handling agent’s staff accepting cargo, mail or stores other than dangerous goods;
  • Operators and ground handling agent’s staff involved in the handling storage and loading of cargo, mail or stores;
  • Passenger handling staff;
  • Flight crew members and loading planners;
  • Crew members other than flight crew member;
  • Security staff who deal with the screening of passengers and their baggage and cargo, mail or stores, e.g. security screeners, their supervisors and staff involved in implementing security procedures.
